Does it cost less in taxes for a US company to do business in Singapore verses the US?
What factors should a company consider before setting up business in Singapore?

Almost certainly. It does depend on the business though, of course. There are many benefits from employing overseas (wages are different, often much less, and the dollar value is crucial in this as well) but employers/corporations do have to pay taxes all sorts of ways (everything from buildings, to permits, or the number of employes, etc) and overseas, Singapore or others, have different labour laws, tax laws, and do not have in place the same things that the US has in place to tax you on, but it's usually most important that the operation costs are lower, so more bucks go in the big shots pockets, even though their income gets taxed the same (as they do not have to pay as much in other areas) Txes aren't necessarily the only or even the leading reason to employ and operate in another country, but would not be a downside by any means.
