I am actually from Germany and stay about 25 minutes from Frankfurt.
There are so many Animal Shelters in Germany that is actually depends on where you live at !
We have about 3 in my town alone.
If you stay close to Frankfurt I can recommend the TSV in Frankfurt - they have a huge area for Dogs,Cats and all kinds of Animals and they have really great Living Conditions and are treated with love.
You can go up there and look at the Animals and if you find one ( ie a Dog ) they not just give you the chance to go for a walk and see if you and the Dog connect - you have to fill out some papers ( almost like a contract ) to make sure you are not using the Animal for testings and you have to pay a security fee ( depending on the Animal )
Its not easy in Germany to just walk up to a shelter,pick a Dog and leave with it .... they trying to make sure that you dont take one home and a week later they find it at their door step !
