In my opinion, no, you absolutely *do not* need to scale down your wedding just because it is a second marriage. For proof that this is the case, you need look no further than to Donald Trump's third wedding. If his third was that big (450 guests and super-expensive), yours should be absolutely fine.
As for what wedding planning services charge, you'll find that they may charge by the hour, by the cost of the wedding, by the size of the party, or even with a simple flat fee. Getting your finances in order is simple, but easier said than done.
