And a requirement, if we lived in a more rational world: have lawyers advising and present at all weddings. Marriage is a contract like no other, with far-reaching consequences. No one should marry without first consulting a lawyer; all marriages should have pre-nups.
And carefully select a divorce attorney; lawyers can and do collude, so whoever has the higher income gets soaked by both sides. And don't accept any b.s. from any attorney, without a full and complete explanation.

• I did not think about this as an answer, but it's interesting to think that people stay married for the wrong reason. I don't believe we should go as far to say we need more people to get divorced, though. Better and well thought out marriages would be more important.

Wow - this is an amazing answer. I don't really think it speaks directly to the question, but I really agree with you. I think it is a bunk institution that doesn't seem to have any rational reason for existing. Also, you said "collude," which is perhaps my favorite word.

Get couples to talk to parents, or grandparents about the hardest thing about marriage, and come up with solutions to problems before they occur. They can also come up with strategies to solve problems. My husband and I will sit in separate rooms until we've calmed down enough to talk about it. We've found that it's better to separate rather than getting angry at each other. Also there was a study done saying that couples that lived together before marriage were 50% more likely to get divorced. If we could stop that, perhaps we could lower the divorce rate.

i think it's a combination of items between people lack of committment, people's ego, and lack of community. As society becomes more fragmented, the spousal roles are becoming increasingly important which means they may crack or fail more than usual. In the past, spouses weren't required to play the roles of (a) best friend, (b) lover, (c) parent, (d) everything else. There weren't as high expectations.
If you really want to bring the rate down, i think you need to discourage people from getting married early in their lives and wait until their lives are more emotional and economic stable. But that's obviously way less fun.

1. Create a tax levied against unmarried men and women over the age of 30. 2. Turn the United States into a recognized Christian theocracy.
3. Ban the signing of pre-nuptial agreements.
4. Strengthen the already dire financial consequences of divorce for men.
5. Take steps to ensure continuing societal bias favoring women as custodial parents in the face of "no-fault" divorce laws.
6. Federally grant same-sex marriage rights (what is this, the 50s?).
7. Market a new type of marriage where relationships are more, uh, "open" and make this the norm.
8. Vilify divorce with a national campaign.
9. Tax a percentage of a couple's net worth if they divorce. "Divorce tax."
10. Require federally funded pre-marital counseling sessions, and require one a year thereafter.
11. Punish men who divorce with jailtime, castration, or death.
12. Create a D.A.R.E. program for 21st century kids: "Divorce Always Results in Electrocution."
