Yes, Congress approved the Bush tax rebate back in February 2008. The checks were rolled in April if you haven't got one yet, you can contact this number http://www.irs.gov/individuals/article/0,,id=181665,00.html 1-800-829-0582, when asked for an extension enter 726.
