When you are making the cake batter, and almost done spooning the flour into it,leave a small amount of flour, about 3 tablespoons, then mix the raisins or other dried fruits, nuts, etc., with that small amount of flour. Then add it to the batter mixture lastly by folding not beating, Encorporating the flour/raisins mixture to the batter as the last step , to evenly spread throughout. I tried this step and it works for me everytime. Hope this helps.
