It depends on if you are a man or a woman... women put it over the top and men put it on under bottom. Don't know why.... just given the task men and women will do it differently. :)

I used to work at an office that had a formal work procedure for putting toilet paper on the toilet roll. No Joke!

The paper had to pass over the top due to one of the employees getting bitten by a red back spider that was hiding underneath the roll. They put their hand in to find the end, then POW got a trip to the hospital and two days off work.
Had the OH&S mob come down like a tonne of bricks, to get around it we had to create and enforce the toilet paper procedure.
