I wouldn't unless the coupon itself made the cost of the designer back comparable to quality bags that don't have a designer label.
I think coupons for 'designer' bags might not work really well, since, as a general rule, I'd say the target audience for expensive designer bags aren't the type who would typical cut and clip coupons, and a woman struggling and scrimping and saving pennies who can't afford designer bags probably couldn't afford the bag even with a coupon.
Unless the coupon made the designer bags close to the price of a non-labeled bag, I don't think designer coupons would work well.
Personally, I buy what works for me, what I like, what fits my style, personality or needs -- and I buy the cheapest QUALITY version of the product that does all those things. If that happens to be a designer label, great, but I have no problems if it's not.

However lets consider normal designer brands, I think there are two aspects, one is that buying "designer" is associated with a price tag while at the same time people who cannot afford it want it. Therefore I think people would be more inclined to use a coupon to buy a designer bag. The effect of this however would be that the said company would lose its image as a designer brand because it offers discounts and the bags are not exclusive anymore. Thats why real designer houses have no sales or coupons, it would ruin their image.
Studies have actually shown that sales tend to increase in luxury goods if prices increase, because it becomes more exclusive. Sure people would accept coupons for designer bags, but designers would lose their image.

Well I think it depends on your definition of designer. Real designer stores never even have sales, let alone have coupons. Brands like LV, Gucci etc. actually pride themselves in the fact that they dont have sales, only outlets perhaps. Even this year in which everything was on sale most designers kept true to their ideals.
