Is it possible to refill and reuse hp60 cartridges without damaging the printhead?
If not were can I purchase cartridges for HP f4280 printer at reasonably low prices?

Ink cartridges are typically built so the print head wears out at the same time the ink runs out. While it will continue to work if you "refill" the cartridge you are often going to see a slight degraded quality.
There are some places online that you can purchase ink at a pretty good cost which saves you the headache of trying to refill and reuse an item that may not give you the best quality.

Well, of course it is. You just need a bottle of the the black ink, a bottle of color ink for the cartridges and an injection tube to pump the ink in.
But let me warn you that doing so will most certainly void any warranties you may receive from HP, if the cartridges go wrong.

you can use a re-fill kit they go for about $30 and can re-fill your cartridge about 4 or 5 times. You will have to buy a new cartridge after the 4th or 5th re-fill though.
