It actually means kindred spirit or soulmate. Even though the word "soeur" appears in the expression, it is used to refer to both men and women.
"Soeur" is used instead of "frère" because "âme" is a feminine noun.

Have you ever thought this guy is gay? and this might be his way of telling you this. THIS IS A BIG ASSUMPTION. Or maybe he sees you as a sister? You might as well just ask the person. None of us are inside his head. If only life and words were easier to understand the meanings.

well in doing more research, although it literally translates to 'soul sister'...it's meaning is more along the lines of 'soul-mate' so yeah...he loves me. lol

Soeur means sister literally I would not assume that it's romantic. In the english language its not uncommon to call someone a "brother" or "sister" who is not related to you. I would read it the same way I would in English-- a close friend (someone like family) or they feel a close connection on a spiritual level.
