Sounds like the treasure hunters and the British are working together to come up with an agreement where the ones who found the wreck would get a percentage of the loot but that the British government would get great consideration as well in deciding where the stuff should go for historical purposes.
The wreck was supposedly found outside of the territorial waters of the UK, but ultimately I still think it belongs to the people of Britain and the treasure hunters should get a healthy finder's fee.

Who should have ownership of the HMS Victory's property, including treasure and artifacts?
A Florida salvage company claims to have discovered the wreckage of the HMS ''Victory'' in the English Channel. The ship, which sank in 1744, was reportedly carrying four tons of gold coins and more than 100 cannons. British officials say if the claims are true, all treasure and artifacts should be property of Britain under "soverign immunity." Do you agree?
