Steve Jobs is not "leaving apple" -- he's on a 6 month medical leave. Tim Cook will be *acting* CEO, not a replacement for Steve Jobs. The word "acting" ... it's a minor correction, but an important one.

Yes, there is still a hope that Steve Jobs will come back, but if you look at it from Apple's point of view, it is a lot better and easier to say that he might come back in little while, rather than to say, he's gone and shall never come back.
