What excuse did Cardinal Roger Mahony give for transferring priests accused of molestation?

Instead of removing priests Cardinal Mahoney transferred them to other locations. Has he ever explained his reasoning for this?

In the 2007 trail of, now, convicted defrocked priest Michael Stephen Baker, the Los Angeles times reported that Baker confessed to Mahony of molesting children in the 1980s. Mahony then sent him away for "treatment," where he proceeded to abuse more children before he was finally defrocked by the archbishop.
