I think in this case it might be too little. It is like mass murder. There have been 181 deaths and over 1000 homes lost. Not to mention the needless loss of wildlife. I think a life sentence would be more appropriate.

Definitely not too little. In the current weather circumstances, lighting a fire was akin to murder, so a similar law applies (and it would have to have been homicidal thoughts going through any perpertrators heads at the time). As there were multiple fatalities, an effective life sentence would probably be handed down, which is about right. We've also apparently got a charge of "reckless murder" which can have a maximum life sentence.
