No, there is nothing criminal here. Besides, both parents wanted the child, even though they are not adults. They have enough to be concerned about as new parents, and punishing them for something like this would not help the matter.

It seems strange that in most cases the male is at fault even though there was consent on both parts. Here the female is older but should there be charges filed? In the case of juveniles there are too many unknown factors.

I'm not sure about the laws in Britian about the issue at hand, but on the morality side of it, it is somewhat irresponsible for what happened to have taken place, but I don't think laying the law down on them is going to be good for them, that would be more they'd have to deal with in these troubled times.

It depends on the state they live in. Each state has their owns statutes regarding this. I have known young men who are under age who have been charged with statuatory rape because of relations with another minor of the same age. It seems that the situation is similar except the roles are reversed. It seems strange that in most cases the male is at fault even though there was consent on both parts.
