McDonald's released a statement confirming that yes, she should have been refunded:
"Satisfying each and every customer that visits our restaurants is very important to us.
Regarding this isolated incident, we apologize for the inconvenience caused.
In the event that we are unable to fill an order, a customer should be offered the choice of a full refund or alternative menu items. We regret that in this instance, that wasn't the case.
We want to correct our mistake. We will be sending the customer her refund, along with an Arch card for a complimentary meal on us.
We never want to disappoint a McNuggets fan or any McDonald's customer.
Customer satisfaction is our top priority."

When you're in dire need of help and you call 911, you don't want idiots like this clogging up the lines so that you're on hold for minutes on end.
She is an example to others that there are consequences for your actions!

As far as being arrested for "Abuse" of 911, that might be over the top on the cop's part. That law is there to prevent people from pranking the 911 officer...but it is perfectly legitimate to use it to report a crime...in this case, theft. I actually called 911 when my car got stolen because I didn't know the number to the police station. They sent an officer out, he took my statement, and all was well...I imagine she was in a similar situation. She wanted to report a crime, did not know the local police department's number off the top of her head, and was unable to use a phone-book at the scene of the "crime" to look it up.
Now, with all that said, do I think she was RIGHT in calling 911? Probably not...though I doubt anyone "died" while she tied up the phone. There would have to be a major tragedy to tie up 911 lines (like 9/11 for instance). Aside from those, the system (even in small towns) is extremely redundant...the idea of tying it up and someone dying is a much overused urban legend.

Do you think McDonald's should have just refunded Latreasa Goodman's money?
http://www.youtube.com/watch?v=-IfZurztq8s
I've read this story, watched the videos and even listened to the 911 calls. Yes it was silly for the lady to call 911, and although the media reports "Lady calls 911 after McDonalds runs out of chicken" she was really calling because they refused to refund her money (still silly, 911 is for first responders not $2.99 ripoffs)
Either way, all because McDonalds refused to refund $2.99 this lady ended up getting arrested (for "abusing 911") Don't you think McDonalds should have just refunded the money, considering they couldn't offer what she paid for?

Yes, someone did this in my hometown vs Subway for not having any more tomatos (They were pulled out last year because the tomatos weren't good) and the police came and arrested him. I'm pretty sure the police have BETTER things to do then be annoyed by some lady complaining about her food. You get what you pay for.

If everyone knew step one to making Chicken McNuggets and saw a picture, everyone would want a refund...She should have been refunded. She didn't call because they ran out of McNuggets, she called because they took her money without providing what she paid for. I would compare it to someone walking by and taking $5 dollars out of your pocket. Money was stolen by McDonalds.

It is legal to call 911 and immediately ask to talk to the non-emergency dispatcher.

Yeah, they should've refunded her money. That's pretty obvious. She was waaaay out of line though calling 911. I hope someone didn't die while she was tying up an operator. She definitely needs to be held responsible for her actions. And no, she can't blame McD's for that behavior.

Yes and the manager at this location should be fired. They are there for the customer not the other way around. It was the job of the manager to convey this to the cashier. If you don't have what the customer wants let them go somewhere else. Next time they will be back. What a same that customer service has gotten this bad.

This woman is being slandered by the press, and that is a true travesty. She did not call 911 because McDonald's ran out of Chicken Nuggets. She called 911 because she was the victim of theft. She had her money stolen from her. That IS what police are supposed to respond to. Is it a life-threatening situation, no. But it was a crime, and the police were wrong to arrest the victim reporting the crime rather than the perpetrators of the crime.
