If they ever catch this shoplifting dog in the video, what do you believe his punishment should be?
If they were to catch this dog, how do you believe they should punish him? What should the store do to prevent this happening in the future? If this were a human, what should the punishment be for shoplifting?

Well... dogs can't be blamed for not understanding human society and the idea of right and wrong when it comes to taking things from stores. In this case, the responsibility would fall to the owner as most stores don't allow dogs other than service animals such as guide dogs and in many places it's illegal for them to be off leash. In this case, the owner should be ticketed for these "offenses".
Since this dog didn't seem to have a collar, I'm guessing that it might be a stray, in which case it's "punishment" would be to introduce it into a rescue type organization where it can be evaluated and put up for adoption. Stray dogs can cause many more problems in society than ripping off a grocery store for a bone (such as physical harm to humans, spreading disease, and producing unwanted offspring).
There doesn't seem to be much that the store could do to prevent this. I did notice that they had automatic motion sensing doors which are very convenient but easily allowed the dog to get through. If the doors required pushing a button to open, it's unlikely that the dog would have gotten in to begin with.
If it became a repeated problem at this store, then they might want to have an employee specifically trained in safe capture of animals.
