If some one who has a Oregon Medical Marijuana Card offers to sell you some of her marijuana, who would you turn this information into?

I have this neighbor that last summer was smoking marijuana with me and a month or two ago she came over and drank some beer with me and offered to sell me some of her pot. she said that she had a lot of good stuff at her house and I could come to her if I wanted any. I told her that I no longer was smoking thank you for the offer.

If you're close to your neighbor, why bother?

There are two types of crimes: malum prohibita & malum in se

"malum prohibita" means "evil because it is prohibited". Basically, somebody wrote a law for some reason, that forbids something. If taken without the context of a local region or particular culture or religion, the prohibited thing is not necessarily evil. For instance, is there anything evil about buying a box of Cheerios? When I lived in Maryland, on Sundays, I could not do it. The few grocery stores that were opened had cones or carts blocking all the aisles except medicine, hygiene, and infant goods.

"malum in se" means "evil in itself". The thing is just plain bad. Doesn't matter who you are. Shooting a grocery store clerk to get a box of Cheerios is not acceptable under any circumstances.

So...you smoked pot with a friend: Possibly illegal. Probably not evil.
Your friend offered to give you pot: Possibly illegal. Probably not evil.
Your friend offered to sell you pot: Definitely illegal. Evil? Probably not.

Your friend offered to sell you pot for personal profit: Evil, evil, evil. I'd tell the friend to take a long walk off a short pier. Then steal her Cheerios.

Seriously, though. You're not bucking for pope or saint. You were smoking pot (possibly illegally, though probably not evilly). Weigh that against reporting an attempt to sell pot.

Also, there is no evidence to provide to the authority.

If you have questions, you should talk to your local authority (where the activity took place). That could be city police, county sheriff, state trooper, etc. Keep in mind that you can provide anonymous tips, but not anonymous complaints. Every accused has a right to know and face the accuser.

So, be prepared for questions about your behavior. And, be prepared for a confrontation from the neighbor.
