I think in this situation, awarding Officer Garner a Medal of Valor would be very fitting. My friend's father was given this father when he took part in thwarting a hostage situation years ago. A description of what the medal honors:

"The Medal of Valor is an award for bravery, usually given for individual acts of extraordinary bravery or heroism performed in the line of duty at extreme, life-threatening, personal risk. It is meant to recognize officers whose actions could be considered as having gone above and beyond the call of duty, or to recognize an officer who has performed an act of bravery displaying an extreme amount of courage while knowingly facing imminent danger."

Although that entry is for Los Angeles police, I don't doubt that most forces have something similar for their officers.

That sounds just perfect. I can't imagine anyone doubting this man's "extreme amount of courage".

There is a Public Safety Officer Medal of Valor awarded through the Office of Justice Programs at the US Department of Justice. The medal was created in 2001 and would seem to fit this situation.
