I just love how this question is phrased hehe.
If possible, carry some tissues in your purse or pocket and see if you can use them to relieve the situation. If not, see if you can find privacy in a near by restroom. If there is no restroom and you are stuck in public, I would probably just wait it out until you get out of the public eye. I guess it depends on how much it is bothering you and who is watching you.

On the other hand, if I had something in my nose that really shouldn't be there, the rules would be simple:
1. Don't inhale through the nose; breathe through the mouth.
2. Don't search for the object using cotton swabs, tweezers, or anything else.
3. Block the opposite nostril and blow gently.
4. If this doesn't work, seek medical attention.
5. If the object can be removed but bleeding develops and continues for more than a few minutes, seek medical attention.

Follow these steps to remove an object from the nose:
* Breathe through your mouth since the nose is blocked.
* Pinch closed the side of the nose that doesn't have the object in it and try to blow the object out of the blocked side. You may need to help a child pinch his or her nose.
* Blow your nose forcefully several times. This may blow the object out of the nose.
* If the object is partially out of the nose, you may be able to remove it. Hold still and remove the object with your fingers or blunt-nosed tweezers. Be careful not to push the object farther into the nose. If a child resists or is not able to hold still, do not attempt to remove the object.
* Some minor bleeding from your nose may occur after the object is removed. This usually is not serious and should stop after firmly pinching your nose shut for 10 minutes.

First of all you should try to get the victim to sneeze. Secondly,use a mini tweezer to extract the object from the nose and ask the person to blow.Finally,if none of this work ..rush the person to the closest emergency room..because objects in the nose prevents breathing.

It would depend on whether the object was an irritating nuisance or a large foreign body. If it was just a nuisance, I'd try to sneeze as discreetly as possible. If that didn't work, I'd look for a restroom or someplace where I could use less socially acceptable methods without offending people or finding myself on YouTube. Worst-case scenario: If I just *had* to go digging for it in public and got caught, I'd apologize and ask directions to the nearest restroom. Sometimes you have no choice. Well if you are trying to pick your nose discreetly I would act as if I have a sneeze or something is irritating my nose and then commense to wiping my nose but at the same time pushing up to try to get the object out. This is better then holding one side and blowing because there is a possiblity the object may fly onto your clothes. I have seen this. Hilarious to see but not to be the victim of the object :O)
