That depends on what type of arrow you are planning to make. Here are some suggestions;
i. If it is just meant for playing or a sort of a toy (I mean not real bows and arrows they use in sports), then you need not spend that much big amount on it. A few cents can do it. Take a long straight wooden stick (it is best if it is hollow. Bamboos serve well for that purpose. In the Indian subcontinent, they use the hollow stem of a plant called Paat or flex, which is best suited for making real and toy arrows. I don't know if it is available at your place). Give it a round cylindrical shape (visit a carpenter you know, he will do it for a few cents or may be for free). If it is not hollow, make the two ends hollow to a depth of about 2 inches. In one end, also cut a deep long slot/groove/wedge.Then cut a piece of tin sheet into shape of an arrowhead and sharpen the head. Push the butt of the arrowhead into one hollow end of the stick and fix with with solder or some synthetic adhesive. Now, cut a plastic or card-board sheet in the shape of a feather (the kind you see at the back of an arrow). Now push it in the other end of the stick that has the wedge. Secure this too. Your arrow is ready.
ii. If you are planning to make a real one, use a hard long stick or bamboo stick as before and repeat all the actions as discussed above. The only difference this time will be to replace the arrowhead with a real cast-iron or steel arrow head (this you need to buy).
iii. Visit your nearest sports-good store and ask for an arrow.
