I know HP does this sort of thing. I can't tell if they're affiliated with a certain university or not, but they do say "Awards under the 2009 HP Labs Innovation Research Program are primarily intended to provide financial support for a graduate student to assist the Principal Investigator conducting a collaborative research project with HP Labs."
Might be worth checking out.

Where to forward CS Research proposals?
Hi,
I am aware that some Universities and Organizations routinely calls for Research proposals. But is there a specific Organization independent or affiliated to Universities/a University that accepts Research proposals for Postgraduate research and then gives the feedback on the soundness of the topic?
For example, the CSE Department at University of Melbourne accepts Research proposals (on email) for Master by Research course all through the year, and then replies to the candidate that whether they consider it fit to study on, and if so guides them about scholarship and admission.
