http://www.cedengineering.com for pdh courses
http://ocw.mit.edu for free online courses from MIT (cant beat that!)
There are a bunch of places online in addition to the 2 above so I would think it may just be personal preference. Keep in mind a lot of the courses are from the same company and just resold under certain brand names. Check the providers if you need certain certification as this can vary from state to state.
I would suggest him trying a free course at one of the providers as most offer them and he can get a feel for how their systems work without risk.
Good Luck!

These are real courses taught at MIT, and here you can find the syllabus, homework assignments, tests, and sometimes even video lectures from past years of these courses.
The engineering section is quite extensive and covers everything from Aero-Astro to Nuclear Engineering.

• Thanks for the advice. I would still like to know a bit more about the companies that provide the courses but this is a good start.

MIT's Open Course Ware is great. They offer lecture notes, reading materials and even audio and video lectures for free. These are the same courses students at MIT take. http://ocw.mit.edu/OcwWeb/web/home/home/index.htm
