A simple answer of 1 step / 1 second = 10800. This is quite a slow pace, and easily accounts for breathing.
You can count much master, but taking breathing into account is tricky.
It also depending on how audibly loud this needs to be...
I can count at a wisper while breathing out AND IN. try it:)
This way you can simultaneously count & breath.
While doing that, I can count 30 increments, in 10 seconds.
Thus (30 inc / 10 seconds) * (60 secs / 1 min) * (60 min / 1 hour) * 3 hours
= 32400.
That is a more tenuous pace than the first example, but still not as fast as possible. I'm sure it's easy to double that pace.

If you counted in increments of 1 for 3 hours non-stop what number would you have got to after 3 hours?

I counted for 60 seconds, not super fast, but not doing 1 mississippi etc. Then I multiplied that by 60 minutes and then by 3. Then I made a small deduction for the length. The pace would slow eventually after tiring. So It is only an estimate. Also different people count at different speeds.
