Picture quality is a direct result of the quality of the lens and sensor used to create the image on that camera, besides they have to coat and use special lenses that wont crack under the water pressure and expose to leaks, so you are gonna have some degridation due to the fact they want to make them waterproof. Just about all of these compact underwater cameras you mentioned are only good at 3 meters and have no bulky plastic container around it.

Why do all the water and shock proof cameras (fuji z33 WP, Olympus mju tough 8000, Canon powershot d10 etc) compromise on picture quality?
