There is no way for you to get a custom computer like this made for you in the price range you've indicated.
Even the cheapest refurbished computer I can find that is dual core and has 4GB of RAM (and space for your TV card and a PCIe slot) is around $420.

I went over to www.cyberpowerpc.com and spec'd a machine similar to what you had listed above, and even without the tuner cards, a rig meeting your specs came out to over $800. Keep in mind that I spec'd an Nvidia GTX 260 as the video card (might be overkill, don't know what games you intend to play on this rig), and worked with the Intel chipset. If you select an AMD build and a less powerful video card, you may get near $600. Still, this would be BEFORE purchasing your two HD tuner cards. The 64-bit Vista Premium puts some pressure on your budget for sure.
If you wanted to take a stab at building it yourself, I'd recommend visiting the forums of the DVR vendor you've decided to go with (e.g: snapstream's forums) and post your above specs on their DIY section, and ask what the forum goers would recommend for building your own. They may have some very good advice and suggestions as to how to get it built within your budget.

I don't think that they will be able to part it out for less than 600.00 . You may be able to pay less than 100 to have it built.
You may also find that it's better to spec a smallish (by today's standards!) 80 gig drive for the OS, then add your own mass storage in the 0.5 to 2 TB range. Easier to back-up and maintain, too. If you keep your tax returns and chatlogs on the big drive, you can easily slide that out when it needs to be serviced.

Where can I get a good computer custom built?
I am looking for dual core 2ghz min, 4gig ram min., 3d fast gaming video card, dual tuner hd tuner card, dvdr/rw drive, dvd drive, 500gb hard drive min., windows vista premium or ulitmate 64bit, decent sound card.
I dont need a monitor cause I am plugging this in to a 40" 1080P LCD tv. I would like to stay under $600 but prefer less the $500.

I'm not sure you'd be able to get it under $600 unless you did the assembly yourself. You're in Phoenix Arizona. Call the local community college (or just walk in) and ask if you can put up a bulletin board message in their computer science building. "Computer Builder needed ... i think you might add something like $5.00 reward for the 5 closest matches from different addresses. or maybe that 25 could be spent on more RAM!
