You should check this site. They purport to offer free streaming Scandinavian TV. http://www.euchannels.net/web/ramme.htm I can only read part of the text on the site so it's hard for me to tell what Norwegian channels they offer.

Norwegian TV in Germany, what are my options?
I want to watch all Norwegian channels when living in Germany. In HD if possible. Can I get them all over the Internet? If not, I guess satellite is my only option. The two satellite providers in Norway are Canal Digital (THOR 5) and VIASAT (SIRIUS). What size dish will I need to get a good signal in the Kaiserslautern area? Are there other things I need to consider?

Thanks for your answer, but I was already aware of this website, and from what I have gathered, the service they provide is illegal. That is why I have not chosen your answer.

I suspect there is no legal way to get Norwegian TV in Germany. Viasat and Canal Digital are Nordic services and probably won't sell you service if you have a German address.
