The reality is that both of them are essentially the same device with the exceptions being that the iPod Touch has no camera and no cellular wireless coverage. Both devices will run applications and play multimedia content identically. The key here is, are you ready to switch to a different smart phone and are you willing to take on AT&T?
The iPhone plans are very costly per month, in excess of $100 for what is considered horrible service from AT&T in the US.
The iPod touch will work over your wi-fi connection, but not allow for cellular coverage at $0 per month. :)
If I were happy with my phone, and I am, then I would opt for the iPod touch so I could get into the Apple ECOSystem without having to switch cellular providers and or devices.
