The mA stands for milliamperes. A milliampere is a unit of current equal to one thousandth (10-3) of an ampere. So, 1600 mA equals 1.6 amps.
You can use a device which is able to supply a larger amount of mA when asked, as long as the voltage is the same.

In the case of the amperage IE mA this is the max that device will supply. It will supply a smaller amount no problem.

In electronics devices what does the mA stand for? (Example 4.5V 800mA)
Would it be allright to use a 4.5V 1600mA AC adpter where a 4.5V 800mA is recommended

Yes you can usually get away with using a larger AC adapter in this case 1600mA is how much amperage this device will allow to be pulled from it before bad things might happen. You should not use ones that where the voltages are not matched. This is because not all devices have a voltage regulation circuit built into them. So supplying too much voltage will cause the circuits to smoke. In the case of the amperage IE mA this is the max that device will supply. It will supply a smaller amount no problem.
