I'm looking to buy a Dell Studio 15 notebook, Will the X4500MHD Play CS Source at 1280x800 with playable fps?

This is the notebook here

No, but the HD 4570 should be able to handle it fine. Note that the specs you're linking to are inconsist and seem to be outdated. Dell's configurator for the Studio 15 does not mention 1280x800.
