Usually a slow computer either has too much software running in the background (or a virus), or not enough RAM memory. Also possible that it is overheating and falling back to a slower speed to cause less heat. If the fans are all working normally and they aren't obstructed, check how much memory is installed. Windows XP isn't happy will less than 512MB RAM and Windows Vista isn't very happy with less than 2GB memory.
If you have 2GB or more of RAM memory, I would look at removing any unneeded software. More than one antivirus program installed at one time could be slowing things down greatly. Checking for viruses and/or spyware would also be a good idea.
