I know that Verizon now technically owns AllTell, but I seroulsy doubt they will let you port phones from one carrier to another because they seem to be operating them as seperate companies.
Tecnically both Verizon and Alltell use CDMA so the phones use the same 'radio' to communicate, so in theory it should be possible, but on that note Sprint uses the same 'radio' so it should in theory be possible to move those between carriers too, but I've NEVER seen a way to do any of that.
The issue as I understand it is that the carriers keep a record of all the ESN's that can be used on their network. Unlike with GSM networks (ATT and Tmobile) the ESN is built into the phone and cannot be changed. So since Verizon wouldn't recognize a Alltell ESN as valid, I don't think you'll be able to activate it.
