If you're specifically interested in black, Microsoft released a free theme for Windows XP to commemorate the launch of the Zune. It features a predominantly black taskbar with orange accents. I like it quite a bit and used it on my machines until I upgraded to Vista. See the first link for a nice screenshot; the second link is the direct download link from Microsoft's website.

I have used a few different programs to acheive this and of the two I have liked both StypeXP (mentioned above in another answer) but my favorite would have to be Window Blinds as it really does an amazing job of changing every aspect of your window to make it look and feel exactly how you want, down to the littlest detail.
I can attest to both Window Blinds and StyleXP as being very good visual augmentation programs. Give em both a shot. Window Blinds has a very easy to use interface.
