Google Maps has a real-time traffic overlay you can use to check the conditions before heading out and while driving. During holiday travel times such as Thanksgiving, the road will be heavily congested, the entire way. As far as historical data, it doesn't look like CalTrans has it available, but you can find current conditions and a list of planned projects at their site.

It updates pretty frequently and is accurate enough for my kind of use (IE, checking to see if there's a major hold up or seeing how weather is affecting traffic speed)
It might not be an ideal solution, but you can check it when you'd be travelling those roads, and it gives estimated travel times and everything. Due to the nature of predictions like this, the estimations aren't the most accurate things in the world, but they do give a decent idea of how long it would have taken if you left 60 minutes prior!
As I've never driven LA to SF, I've got no specific information that you want, but I figured that this might be of use to you.

How often is there bad traffic from LA to SF?
I usually fly because the 2 times I drove the freeway was shut down and I had to go hours out of my way in a detour. Is there a website or data available on how often this occurs?

As simple as it may sound, I have had good luck using http://www.traffic.com to monitor traffic when I am going in to the Boston area. It updates pretty frequently and is accurate enough for my kind of use (IE, checking to see if there's a major hold up or seeing how weather is affecting traffic speed)
