It appears that there has not been a design that wouldn't cause drag or reduce thrust. Having a piece in front of the engine might cause concern that it would damage the engine if it failed, structurally, or just add to the mess if somethign hit it hard enough. Wikipedia gives a great account of preventative measures under FOD -- foreign object damage (or debris):

Why don't jet engines have a protective grating?
Why don't jet engines on airplanes have a protective grating against birds, kind of like some trains have for cows? Wouldn't making that standard be preferable to losing hundreds of lives and millions of dollars to downed planes each year?
