Paul Shore says he did, and is threatening legal action. It hasn't been proven in court, or even taken to court yet. The article below is about several things, but the part about Paul Shore is highlighted.
I don't know how a court will respond. From what I've seen it seems to be based on a few short similar but not identical phrases. For a civil action, you don't need to prove guilt beyond reasonable doubt like a criminal case. Even convincing a jury that the preponderance of the evidence is for copyright violation may be hard in this case.

There is not enough similarity either way for a lawsuit, so people should just calm down, enjoy entertainment for what it is meant to be. Relax and enjoy.

No, this is an easy answer, because Bruno was part of the Ali G show which came out YEAAAAAAAAARS ago. And this character Bruno was the only one of the 3 main characters on the show to not get a movie. Couple that with the huge financial success of Borat, and basically anyone with half a brain who watches comedy, or Sasha Baren Cohen, or Hollywood, or HBO, or anything entertainment really, would know this was coming. If anything, I saw Pauly Shore is basically doing the same thing. There is not enough similarity either way for a lawsuit, so people should just calm down, enjoy entertainment for what it is meant to be. Relax and enjoy.
