Not Another Teen Movie is 89 minutes of occasional content, the lead actress plays an artist and there are several art scenes that are still hilarious today. It's one of the few parody movies that are any good.
Since I'm on the subject, Not Another Teen Movie was referencing the artistic talent of Laney Boggs in She's All That, and I remember the scene in the art lounge being good, when the lead character is still chasing her down, but that was a long time ago. "Be Silent, Be Still"
In Stewie Griffin: The untold Story, Brian finds himself in heaven with Van Gogh, Ernest Hemingway, and Kurt Cobain in a much shorter clip.
In Family Guy's Episode "From Method to Madness", Stewie enrolls in a theater / musical theater class and meets Olivia. This could also fit into what you're looking for.
How I Met Your Mother's episode Columns, Alison Hanigan (Lily) had painted Jason Segel (Marshall) in the nude, the rest of the friends find out and tease him for it.

I'd suggest ''The Simpsons'' episode "Brush with Greatness," in which Marge takes an art class with Professor Lombardo (voiced by Jon Lovitz). Though it's an early episode (2nd Season!) when the show was still finding it's voice, Lombardo remains a very funny character, and the ep. includes numerous scenes with Marge attending art classes and painting. http://www.hulu.com/watch/35971/the-simpsons-painting-mr-burns

Yeah, one of my favorites is a cartoon of a scruffy looking portrait painter who's painting a billboard sized painting on the side of a building of a fat guy in a pin-stripe suit and bowler hat and smoking a big cigar, with text as part of the portrait saying "Evil Bastard". The artist has his hand stretched out to the fat guy in pin-stripes and cigar, and the caption read, "I need more art-grant to finish this".
