"Stuart Saves His Family," the 1995 movie is out of print but can be purchased as video-on-demand from Amazon. The movie on DVD is available, but at almost $70 seems pricey to me.

YouTube has a couple of video clips with the Stuart Smalley character, but not from SNL and (obviously) not on DVD.

Looking over the "Best of" title on the SNL website, I can't find evidence that Smalley is on any of the DVDs. The largest amount of video clips I found were on the fansite alfrankensense.com (URL in sources).
