The only university offering courses around that subject is Helsinki University.

Try the the faculty of law http://www.helsinki.fi/oik/tdk/english/

Or you may ask more information from The Training Institute for Prison and Probation Services (RSKK) which is located in Vantaa, very close to Helsinki.
