M$You can't say one is better. You could build it with CI as well as CakePHP.
When you're asking this question you don't understand the 'thing' of frameworks. Look at frameworks like a toolset.
Try both frameworks and use the one that fits YOU best.
codeigniter is:
simple.
easy to start with.
light.
low, low learning curve.
Based on my exprecience I would suggest CI because of the simpleness and low learning curve.
