For a washer we just got a Speed Queen AWN412. Our Maytag died inside of 6 years. The cost to repair it would have been close to getting a new one.

The features we liked the most about it were:
1. 3.3 gallon
2. Stainless steel drum
3. Three year parts and labor
4. 10 year mfg warranty
5. Expected lifetime? 20 years.
Yes, 20 years.
Price? $560
Energy Star rated at $43 (electric heater), $26 (gas heater), 400kwh/yr.
Unfortunately due to the cost of the superior lifespan and capacity, you'd have to find a dryer priced lower than $440. But if you got a lower capacity washer (still a Speed Queen) for $440 (like the 3.0gal) you'd have enough to spend on the dryer.
A matching unit (we don't have it yet, but we will when our old Maytag dies - soon probably) is the Speed Queen ADE4BR. Also priced at around $560.

Whenever you want to know the best units to buy, call a repairman and ask them. The units they never get called on is the right one! (We asked on the washer, haven't investigated the dryer in detail yet.)
Tip: Look for which brands/models are being sold used (like on http://craigslist.org ) or refurbished. Those also might be ones to avoid.

CONS: Very small capacity, slow drying, parts availability and service are concerns
However, you know that the price reflects the features available. So take a look at the above link to read the expert reviews. If you think the features are sufficient for you, go for it.
But if you can afford a little more than 1000$, the best deal available to you would be Maytag Super Stack Laundry Pair MET3800TW / MGT3800TW which would be within a price range of 1014$ - 1974$ (Hope you don't mind the extra 14$ for the lowest price) :P
PROS : Pre-soak setting, multiple temperature settings, multiple water levels, multiple spin settings, space-saving design
CONS :Full-width size but no full capacity
Also refer the links in the sources section, to see a wide range of options to choose (you can get some cheap deals from Amazon link below). However I would go for one of the above two. Don't bother buying a non-well-known brand to avoid future problems. :)
If you are from USA, try some deals from eBay, as most of those products are available for shipping to USA only !

The only reason I specifically researched for a Maytag is that I have had great experience with them in the past.
I did some price comparing and they are cheaper at Best Buy than they are at Sears. (this might just be for the Labor Day Weekend though...)

So what did we buy, a GE combo for around $1,100. Essentially, just the updated version of the same GE washer/dryer combo we had before. It fits; its affordable; the old one lasted 13 years; the reviews were as decent as any.

What is the best washer and dryer combination available for under $1000.00?
I would like to get side by side stand alone units together as a package.
I would also like to have the Energy Star rating on the washer.

The only Washer & Dryer combo I could find under 1000$ (you asked for it) would be Summit All-in-One Washer/Dryer SPWD1160C. This one is available for you within a price range of 789$ - 904$ PROS :Fits a really small space, has an onboard heater, is Energy Star qualified

According to the Sears website under appliances the Kenmore White 400 3.2 cu. ft. Capacity Top-Load Washer for $328 and the Kenmore White 3.1 cu. ft. High Efficiency Front Load Washer ENERGY STARĀ® for $479 which would bring you to a grand total of $807 before taxes and you may well be under $1000 even after taxes. hope this helps

Wow! Do I feel awful. I deleted my entire file on this exact subject earlier this year. I even deleted it from my laptop's "Garbage".. First, it was frustrating to find anything decent under that $1,000 price point. Next, it had to fit into the tiny washer/dryer closet in our condo. Third, the reconstruction job after the previous, old washer/dryer flooded out in a burst, was really awful. Three months without a washer/dryer, 10 days in a hotel while our home reeked of paint and other patch-up chemicals, flooring stuff, etc. So what did we buy, a GE combo for around $1,100. Essentially, just the updated version of the same GE washer/dryer combo we had before. It fits; its affordable; the old one lasted 13 years; the reviews were as decent as any.

I actually called two local washer/dryer repair companies and one said that they had *never even worked* on one Speed Queen and the other said thet SQ was a great choice if I wanted to keep my repair or replacement costs to a minimum.
You know you've made the right choice in appliances when the repair guy says, "well if you're buying a Speed Queen I guess this is the last time we'll see you so I won't even leave a business card"! :)
