Hands down the most complete publisher/agent listing on the internet is
writersmarket.com The website is brought to us by the same company that handles the writersdigest.com website, magazine and a great series of books on writing. And since they been in business since 1920, you can be assured there isn't a more comprehensive listing anywhere else!

The first few results are sponsored links, but after that there is an alphabetical guide.

The bible for writers looking to publish is Writer's Market. This is an annually published book that lists publishing companies and houses. It also tells you how to submit your work, all the guidelines for submission and what each company is looking for in a work. There are also editions of Writer's Market which focus on specific genres of writing, such as songwriting and, of course, childrens books.
Here is the link for the Childrens Writer's Market on amazon.

Do you have an agent? If not, then this would be the place to start. There are agents who specialize in the children's market. My late greataunt was one of them. She focused primarily on illustrator's, especially those who als wrote their own books. E.B. White and Tomie di Paola were two of her clients.

An agent can be a great help in getting a publisher to notice you. They can also guide you in other ways, pointing out your strengths and weaknesses as a writer, keeping you informed on what the market is looking for so that your work can match that demand, etc. I no longer know anyone in the children's publishing world as it has been nearly twenty years since I have had contact with anyone in it.

I wish you much luck!
