The best time to buy is when Apple released a newer update to the iPhone 3Gs like last July 2008. The older iPhone 3G is sold at $ 99. While the 3Gs 16gb $199 and 32gb $ 299.
If you are stalling to get the latest update. MacRumors Buyer's Guide is a good resource. Like below on sources.
I am not familiar with the Irish market. But here in the Manila. Exclusive carrier contracts with Apple and Globe Telecoms provided no phone subsidies and no unlimited data plans. Due to lack of competition and cartel like operations of the cellphone industry. There are 2 major carriers who likes to keep prices high (Smart and Globe) and 3rd player (SUN) who competes by keeping rates low.

Apple has released iPhone revisions in the middle of Summer. They've been consistent with this schedule since the first iPhone was released in 2007. If you can wait, there will probably be a new phone next summer. Otherwise, go ahead and get one now.

When would be a good time to buy an iPhone 3GS?
Should I wait until after Christmas? I'm in the Irish market and I've heard other networks will start carrying the iPhone 3GS. Will this push prices down?

Generally, the price for the iPhone stays the same until the next release (that's how it is in the US). So you're not likely to see a price drop if you in the US. I'm not sure about Ireland. Apple has released iPhone revisions in the middle of Summer. They've been consistent with this schedule since the first iPhone was released in 2007. If you can wait, there will probably be a new phone next summer. Otherwise, go ahead and get one now.
