No, W995 doesn't support flash video, you have to convert video to mp4 or 3gp video at first, then you can play it on your phone.
If you don't know how to convert video, I think this step by step direction would help you a lot

It does not support FLV but if you want to watch YouTube videos you can. The official page states that it is "YouTube Compatible". This works because YouTube sends video to the device as .3gp when browsing videos from your phone.
