There is Blackberry Pearl. I've seen a lot of women with that phone and it has a full keyboard. You don't have to use the internet either. I had this phone and it's very easy to text with. In fact, it actually makes texting a lot faster for you.
If she has T-Mobile, the sidekick slide was very cheap billing for me. I use to text a lot so I had unlimited texting. I know that she doesn't want email or web but that comes with the sidekick slide. There might be a plan for where you don't have to pay for it but it looked at the time cheaper if you had it on your plan. For me I believe the price was around 30-40 bucks for unlimited texting and internet. So she might wana try that out even though she doesn't want web. I'm pretty sure price matters to you or her so try that out.

The nice thing is the plans are really very inexpensive. You can do it by the minute, or go with monthly plans that have no contract--$49.95 for unlimited calls or or as low as $29.95! Unlimited texts are $10/month with a monthly plan. There are lower per-minute packs, but then the text plan doubles for unlimited.
Once in awhile they do designer colors, too, like pink. Which I hope would qualify as cute.

Broke cellphone, no contract. Can you recommend a phone?
My sister was visiting us, and needs a new phone. Her old phone broke. She texts BUNCH, so wants a full keyboard. She wants "cute." She doesn't want email or web (or the cost of a data plan).
Any suggestions?

I would go with VirginMobileUSA and look at the WildCard. Nice keyboard and even has a camera. If she doesn't like that, there's also the new X-tc. Wild Card:
