This looks like Michael Cera comedy to me. On the two-disc edition of Superbad, there's a segment called "Everybody Hates Michael Cera." In it, the entire cast and crew talks about how much they hate Cera -- who constantly shows up, lingers, overstays his welcome, makes awkward jokes, and is generally annoying. He's the guy who really wants to be everyone's friend and who no one likes at all. The video is hilarious, but it's also a little haunting -- it looks real. The performances are ridiculous, to the point where you feel bad for Michael. Like maybe they really hate him.
Cera excels at awkward, stuttering comedy of a person out of place. He also is yelling about being "down to earth" and other seemingly inoccuous criticisms of his character. This looks like a gag.

Some great insight into his character is to watch the Clark and Michael clips here:

Or my favorite Cera flip-out joke is the following clip, which was actually a joke on Katherine Heigl:

Totally a joke. Maybe it isn't Cera at his finest, but it is definitely the sort of humor he goes for. Some great insight into his character is to watch the Clark and Michael clips here:
