The answer to this question is shrouded with uncertainty, this is merely a rumor that originated from the National Enquirer. Whether or not it is true has yet to be confirmed by any source. I've personally checked multiple celebrity blogs, links and editorials and they all go back to the NE's claim that "yes, they are engaged to be married." Apparently Zac Efron was pressured by Vanessa's mother to marry her daughter due to her being unhappy with them living together in wedlock (no maritial promise). If the internet news outlets can be trusted "Zac Efron got down on one knee and extended the proposal of marriage to girlfriend Vanessa Hudgens, according to reports." So yes, it seems that he did actually propose.
