Looks like her eyebrows are about an inch above where they normally are. Maybe someone got carried away with the tweezers and decided to pencil them back in. I hope that is the case and it is not permanent.

In this picture from Perez Hilton, it certainly looks like she did. Yikes. Can anyone confirm it? What do you think she had done?

Kelly Pickler has had plastic surgery before and there is no reason to think she wouldn't get it again. She was quoted to saying “I will get everything sucked, tucked and cut off.” when asked about getting older.
However there is no news about her recent surgery other then the link you found.
