According to FanPop it's North Kilttown Scotland. Apparently in season 10 in the "Lard of the Dance" episode we find out Groundskeeper Willie is from North Kilttown.

There may not be a definitive answer to this question. In one episode, Willie clains to be from Glasgow. Then in another he says that he was frequently mistaken for the “Aberdeen Strangler”.

This is such a hotly debated matter that the cities of Aberdeen and Glasgow have actually contended over which should get to officially claim Willie.
