If you mean currently yes and no. This information does exist with the DMV. It is not public record so you could not get it legally.(I just went down to the local DMV and asked. They said if the car is currently licensed that they would have the VIN. If the car had ever been licensed in the State they might have it. They didn't elaborate on the might part.) And there lies another problem. Even if you had access do the DMV records as far as I could tell they are not all linked together. You would have to go through every state looking up that individual. If the car had never been licensed it might not show up at all.

Is there any way to find the VIN numbers of cars owned by a person?
Say you had a person's full name and social security number and you wanted to find the VIN number of a car (or cars) they owned.
